For programs operating within the European Union, payment accounts and Mastercard cards are issued by Paynetics AD, a licensed electronic money institution based in Sofia, Bulgaria. Paynetics AD is authorised and regulated by the Bulgarian National Bank for the issuance of e-money and provision of payment services across the EU.

For programs operating in the United Kingdom, payment accounts and Mastercard cards are issued by Paynetics UK, a wholly owned subsidiary of Paynetics AD.
